Served as QC Manager for this $18M NAVFAC project at Camp Lemonier, Djibouti, Africa. For this design-build project, I was responsible for organizing and managing a multi-national work force, development of work plans and schedule, and validation of design. Work activities included erection of pre-engineered buildings and a satellite fire station. I coordinated all subcontractors, monitored work progress, oversaw the projects’ quality control and safety procedures and standards. Quality control activities included submittal of daily production and quality control reports to monitor progress against project schedules and cost, plan and coordinate on-site QC meetings, QC training, mock-ups, and other QC related activities. Additionally managed and coordinated the three phases of control and documentation, supervised subcontractor Quality Control Inspectors, coordinated inspection activities with subcontractors, client, Title II inspectors, and third-party inspectors to ensure material complied with the requirements also coordinated and resolved comments on subcontractor Quality Control Plans, ensured that inspection reports were received in a timely manner and were reviewed for compliance with scope and forwarded to all concerned.

Served as QC Manager for three (3) USACE projects in Iraq totaling $40M. Directed and led multi-disciplinary teams in the development of plans, goals, objectives, policies and procedures for three (3) construction projects, including the Al Asad Replacement Facilities, Speicher Replacement Facilities and the Speicher Combat Surgical Hospital. Ensured all subcontractors performed engineering and construction activities in accordance with Government/USACE and RFP requirements, especially safety and security protocols.

02/2007 – 04/2008 │ QC Manager/Inspection Team

Served as QC Manager and served on the Inspection Team for KBR to inspect and evaluate new and existing electrical, plumbing, heating, ventilating, and cooling systems to conform to approved plans. Mr. Keane checked the construction, alteration, or repair of Camp Anaconda and other structures to ensure compliance with building codes and ordinances, zoning regulations and contract specifications. Served as lead Quality Assurance Inspector for Plumbing, HVAC, Civil, and Electrical systems, initiated new technical inspection process and administered the Technical Inspection team at Camp Anaconda. Mr. Keane oversaw more than 450 technical inspections to ensure quality assurance for HVAC, Electrical, Plumbing, and Civil. Inspected and analyzed all aspects of work to ensure Quality Control and Quality Assurance standards were in place, and existing and new construction activities complied with all applicable codes, standards and specifications regarding Electrical, Grounding and Bonding, Plumbing, HVAC and Civil.
