Job Description – Fire and Safety Specialist (Oil and Gas) -Iraq
January 2014 till present

1. Basic Function and Scope:

The principle objectives of the role are to manage all aspects of Emergency planning and response including Fire Safety (Prevention- Protection-Intervention). The scope will include, but not limited to:

• The training of all personnel, within the scope of the Halfaya project, regarding personal and corporate fire safety.

• Development Initial Fire Risk assessments reports for all areas managed by PetroChina, followed up by periodic audits.

• Manage the Fire Emergency response teams on a day to day basis and also when attending operational incidents including, Fire-Environmental-Humanitarian and Special Service Incidents.

• Manage and assist in the development, implementation and testing of Emergency Response Plans/Planning in particular from a Fire and Rescue perspective.

• Manage coordinate and collate the relevant information required to formulate plans Emergency Response plans for all areas of the Halfaya project.

• Develop the required plans from the information received from the responsible departments/sections/contractors/personnel.

• Any other duties as required by management that are within the scope of the individual post holders qualifications, experience, qualities and attributes.

2. Tasks and Duties:

a. Act as the specialist regarding all fire related issues, developing site specific strategies.

b. Develop an Initial Fire Risk Assessment (FRA) process to identify the shortfalls in fire safety at specific sites.

c. Develop and implement an annual audit plan, dependent of the risk level of the site, to ensure compliance with the recommendations of the initial FRA and subsequent periodic audits.

d. Develop appropriate action plans from all inspections and audits. These will be followed up with the various departments to ensure corrective measures are undertaken and compliance with the standards required.

e. Develop a progressive risk based training programme that will result in all personnel, at all levels, receiving the appropriate level of Fire Safety Training. This will include the identification and training of selected personnel to act as fire marshals, evacuation exercises and fire extinguisher training.

f. Be responsible for the day to day management of the PetroChina Fire Team including the development of systems of work, for both daily activities and Emergency response operations.

g. Develop, implement and manage a competency based system of personal development, for the PCH Fire Team, that meets the needs of the organization and also the needs of the fire team and its individual members. This is required to be fully documented and will form a fundamental part of the annual performance review process.

h. Develop and manage all physical, practical and human resources required to ensure that a safe, effective and efficient Fire Team can function and provide the level of service required. This includes procurement, commissioning, maintenance, training and continuation training.

i. Identify through liaison and inspection the type and magnitude of potential incidents that could occur and, ensure that the resources required to effectively deal with these, are in place.

j. Develop and implement the appropriate Incident Management Systems, to ensure the safe and timely conclusion of incidents as and when they occur. The systems will require to be integral elements of the Crisis Management Plan and all subsequent departmental/site specific plans.

k. Manage the development and implementation of all departmental/site Emergency response plans, by offering assistance and advice in their development to ensure consistency of content and information. This task will include the collation of information obtained into a standard formatted Emergency Response Plan (ERP).

l. Develop and manage an annual plan for the testing/teaching of the signed off Emergency Response plans.

m. Promote the mutual aid provision that exist between the Civil Defence Fire Service and MOC. This should be done through liaison, inter agency training and the sharing of systems (operational) of work.

3. Work Contacts:

• Has frequent contact at all levels in various departments for advice, coordination and obtaining written information.

• Contact with outside agencies to promote mutual aid, understanding and common working practices implemented during Emergency incidents.

• When required develop and present the necessary committee papers to ensure management are kept fully aware of developments.

Job Description – Senior Fire Officer

Standard Accountabilities / Responsibilities:

• Understands and promotes the company’s health, safety & environmental policy and objectives; performs work in accordance with the company’s established rules, regulations and approved procedures; intervenes to stop unsafe acts and practices; and is accountable for the wellbeing and safety of own self and others, including all contracted labor force – unskilled, semiskilled, and skilled.

• Manages and controls the activities of assigned personnel in the team. Performs supervisory functions and exercises financial authority in accordance with the delegation of authority manual.

• Plans, directs and actively participates in the on-going training and development of own self and subordinates with special emphasis on UAE Nationals. This includes assessing employees’ training and development needs, directing the preparation of structured development programs, monitoring progress and counselling trainees on alternative career paths and job profiles available in the company.

• Performs any other related duties as and when required at the company’s discretion.

• Supervises and directs a shift team of firefighters involved in fire fighting, oil and gas release control measures, rescue, vehicle resue and medical emergencies. Monitors specialist stand-bys, hot work stand-by duties using fire fighting equipment, breathing apparatus and specialist rescue equipment during plant routine maintenance and project works etc.

• Supervises the testing and maintenance of a range of fire fighting vehicles and major storage tank fire fighting systems and portable equipment.

• Supervises firefighters during the use of air compressors for recharging breathing apparatus and carbon dioxide compressor / dry chemical machines for recharging fire fighting portable extinguishers.

• Maintains all records associated with shift team activities, including daily pre-use checks, maintenance and testing of fire fighting equipment, extinguisher site replacement, hot work stand-bys, shift manning and maintenance of life support equipment. During routine and emergency situations performs medical First Aid duties as required.

• Participates on a daily basis in both practical and theoretical training to maintain the required professional skills, including regular use of Assets or local area fire training ground facilities. This result in exposure to heat, flame, smoke, steam and a range of fire fighting agents.

• Participates fully in all ADCO HSE programs, including occupational health requirements and ensuring compliance with all HSE regulations.

• Responds to all incidents when required and will lead crew members safely under his command to bring incident to a safe and satisfactory conclusion.

• Must be aware of the requirement to investigate incidents and assist to preserve scene/ site to enable fire investigators to perform their duty.

• Coordinate actions with senior officers when carrying out site safety fire inspections and report to them if any site safety critical findings are observed.

• Supports the CFO to deliver SOP training to staff and ensure compliance to ADCO procedures.

Abu Dhabi Onshore Oil Operations – Fire and Emergency Service (ADCOP 48’’ pipe and Major Oil Storages Facility

Current duties as Senior Fire Officer is part of a Fire Systems Commissioning Team at Fujairah Major Oil Storages Facility consisting of 8 x 1,000,000 barrel oil tanks – 110 m diameter tanks with double deck floating roofs.

And Major Pumping Station at BAB – MPS –Habshan with 2 x 1,000,000 barrel buffer oil tanks – 110 m diameter tanks with double deck floating roofs.

Position Summary

Plans, organizes, coordinates, and supervises KAUST Fire Station and on-duty officers. Also assumes responsibility for operation of the fire organization, at the unit level, in fire fighting, rescue, emergency medical or other emergency calls. He is also responsible for fire inspection program covering residential, commercial, and industrial facilities, KAUST employee & resident fire training.

Duties and responsibilities.

1. Performs all managerial functions common as established by KAUST management.

2. Transmit orders to subordinates and maintains discipline.

3. Serves as KAUST Fire organization representative for the assigned within KAUST area, advises local Government officials, committees or other meetings on fire fighting or fire prevention matters.

4. Supervises, coordinates, and directs activities of Deputy Fire Chiefs and assigns daily tasks.

5. Monitors operational readiness at the fire station within his jurisdiction.

6. Establishes field command post and assumes command or initiates the incident command system at fire alarms and determines, from observation, nature and extent of fire, condition of building, danger to adjacent building, source of water supply, strategy and tactics to control or mitigate the situation, directs emergency crew accordingly.

7. Authorizes disaster alarm notification at major fires or other emergencies.

8. Prepares operating plan and sets annual goals and objectives. Monitors progress and diverts available resources to meet goals in a cost effective manner.

9. Perform risk analysis throughout response area, approves pre-incident response plans. Monitors practice drills or exercises to determine effectiveness of pre-incident plans.

10. Investigates and reports on KAUST vehicle accidents, on duty personal injury accidents and near miss incidents.

11. Acts as sector fire officer, if so directed at the emergency scene.

12. Monitors a variety of in house training programs to teach subordinates the latest fire fighting methods, fire behaviour, equipment operations, rescue procedures, hazardous materials mitigation, incident command, and related subjects. Directs periodic drills to maintain standards of proficiency.

13. Evaluates efficiency and performance of personnel. Initiates actions to maximize performance and/or correct unacceptable performance of assigned personnel.

14. Reviews reports and records of Department activities and operations and take appropriate action when required to assure they are effective.

15. Approves issue of fire equipment required by departments operating within his jurisdiction. Ensures that new equipment issued is included in inspection program. Queries unusual requests at the superintendent level.

16. Inspects fire station, buildings and facilities, and examines fire trucks and equipment to ensure compliance with KAUST maintenance standard.

17. Enforces compliance of KAUST Safety policies and procedures to ensure a safe work environment for all assigned personnel.

18. Communicates with dispatchers and superior officers utilizing mobile electronic communication equipment during emergency situation and routine daily activities. Communicates at the emergency scene utilizing radio, voice, or hand signals.
