SUMMARY of DUTIES and RESPONSIBILITIES
As QA/QC Piping/Welding/Tank/Structural/Painting/Vendor Inspector
Ensure all welding operations are carried out in accordance with written, agreed practices or specifications before welding operations (check materials, WPS, welding equipment, weld preparations, welder qualifications, welding consumables receiving, storage, baking, holding and issuance, joint fit ups and preheat if required), during welding operations (check minimum and maximum inter pass temperature, in process distortion, consumable control, welding parameters, welding run sequence and inter pass cleaning and full compliance with elements in WPS) and after welding operations (visual inspection, NDT (RT, PT, MT, PMI, FN), Hardness Test, PWHT if required, repairs, repair procedure and pneumatic or hydro testing).
Observe all relevant actions related to quality throughout production, record all production inspection points relevant to quality including a final report showing all identified imperfection, and compare all recorded information with the acceptance criteria and any other relevant clauses in the applied application standards.
Perform and conducts PQR and WQT on different types of materials.
Study and review Inspection Test Plan (ITP), Quality Control Procedure, Method Statements, Project Specifications and company policies to implement such.
Analyze plan drawings, section drawings, isometric drawings, P&ID and support details prior to construction of structures.
Perform material receiving inspection and report preparation for supplied materials.
Check monitor and control to ensure that latest design documents are used at project site and fabrication.
Ensure that all personnel are fully aware with all the quality requirements and applications for all quality documents as relevant to their discipline.
Ensure appropriate supervision control of all work activities enabling quality related operations to be effectively covered.
Initiate in raising discrepancy reports, site inspection reports and surveillance inspection reports on structural, tank and pipe work fabrication and installation.
Conduct inspections or punch listing using ITP, approved test packages and project specifications for all piping fabrication and erection works.
Ensure the proper implementation of contractor/subcontractor quality system and maintain overall quality of the work on day to day basis.
Recommend stop work order if required, subject for evaluation and approval of engineering concerned.
Determine and reporting any non conformities and recommends corrective action.
Control final documentation prior to hand over.
Review of vendor(s) documents and approval before pre-inspection meeting and kick off meeting participation.
Surveillance and inspection at vendor(s) shop, witness applicable testing at vendor(s) shop and carry out surveillance on subcontractor(s) & vendor(s) in accordance with Quality Plan and ITP to ensure performance & compliance in requirements.
Monitor and inspection during production, fabrication and installation of GRE, FRP, GRV, PVC, GRP, normal piping and jacketed piping.
Inspection, monitoring and surveillance of painting activities.
Strictly enforce company rules and regulation in quality safety policies.
As Senior QA/QC Supervisor / QA/QC Engineer / QA/QC Coordinator / Warranty Engineer
Review client project specification and Quality Control Procedure prior commencement to any inspections and test plan preparation.
Review and approval of ITP’s and QCP’s.
Conducts interviews and approval of QA/QC Inspectors including manpower mobilization and demobilization.
Preparation and assist in Project proposals in regards with QA/QC deliverables.
Site supervision and managing multi-discipline QC Inspectors at site and prepare daily reports for all sites QA/QC activities performed, coordinates in assigning of QC Inspectors to vendor shop inspection.
Rejection rate monitoring of welders in weekly and monthly subcontractors report.
Weekly and monthly report preparation.
Review and approval of ITP and Quality Control Procedure of vendor/subcontractor against client related specifications.
Preside during KOM and Pre-Inspection meeting.
Control non-conforming work activities through the implementation of NCR procedure.
Monitor and coordinate to ensure resolution of DR/NCR/CAR’s in timely manner.
Observer during quality audits.
Assess the acceptability of the deviation/relaxation requested by the subcontractor(s) and give recommendations in agreement with the relevant specialist/client representative.
Reinstatements walk thru for system close out.
Interface and coordinate warrants to Contractor for claims of defective piping, pumps, and equipment which is as per contract obligation and requirements.
Strictly enforce company rules and regulation in quality safety policies.
As Piping/Structural Fabrication / Site Supervisor
Prepare method statements or work procedure of piping, tank, structural and welding works prior to approval of QA/QC department and client.
Inspect and monitor procedure updates on permanent work items correlating with current approved design change notice, field change request and project modification changes.
Responsible for all construction matters pertinent to the area/section of the work under responsibility including manpower loading, planning, scheduling, forecasting, safety and quality.
Perform pre-inspection evaluation of construction activities.
Coordinate with field engineers, superintendents, consultants on identified work output discrepancy as compares to tolerable acceptance on project specification to apply/impose engineering disposition without deviating from quality control procedures.
Perform final inspection and approval for the completed piping lines after correlating with appropriate project design and other related specification requirements. Preparation of construction records.
Preparation of one-week-look-ahead schedule for all priority system to ensure material availability and spools are ready to avoid delay.
Coordinate to any field changes/modifications of work as per new revision of drawing.
Prepare daily/weekly progress reports of piping fabrication/erection based on actual conditions.
Directly reporting to Construction Superintendent and Area Manger and attends weekly progress meeting.
Strictly enforce company rules and regulation in quality safety policies.
