Profile

I am a highly motivated, contractually astute and focussed Construction Manager, with excellent communication and man management skills, with extensive experience in Greenfield and Brownfield construction, shutdowns and hook ups of onshore and offshore Oil and Gas facilities, Oil Refineries and Pipelines, experience as RSES (Responsible for Safety, Environment and on Site) the management of construction and pre commissioning activities under SIMOPS, with multi-cultural contractors and workforces, with excellent project interdisciplinary interface and coordination experience, my key responsibilities being Safety, Quality and Progress.

I have been in senior construction management positions on 3 Mega Offshore Projects in Korean Shipyards, 2 FPSO’s with TOTAL, and one Semi-Submersible Central Processing Unit for Japanese LNG Company INPEX, as well as 2 Projects in the Middle East, in Iran on Kharg Island, a remote and extreme severe sour service Persian Gulf Island location, and also in remote security sensitive desert location on a Pipeline Project for YLNG in Yemen as the Company Representative with TOTAL.

My responsibilities include HSE, ensuring contractor’s compliance with Schedule, Company Specifications, the approval of all Construction Procedures, Method Statements and ITP’s (Inspection and Test Plans) the management of Piping and Structural Fabrication at multiple fabrication yards around South Korea, management of the onsite site installation of Piping, Structural, Mechanical equipment, Static and Rotating Equipment and Vendor Packages for Topsides Modules, the coordination of all Piping Pre Commissioning activities, Piping and Equipment Preservation, Nitrogen Helium Leak Testing and Offshore Hook Ups for handover to Production Operations.

Prior to 2002 when I started with TOTAL in Iran, I was a Superintendent in many of the Oil Refineries in Australia for Projects and shutdowns / turnarounds.

January 2013 – June 2015
Company: INPEX
Project: ICHTHYS Offshore LNG.
Responsibilities: Company Representative for Topsides Construction.
Contractor: Samsung Heavy Industries, Geoje Island South Korea:

 Ensure Contractors compliance with approved Company Schedule and early identification ofany schedule slippage, verification of actual and planned progress, and close monitoring of critical path.

 Responsible for the fabrication, installation and Pre Commissioning of over 60,000 pipe spools in Carbon Steel, Stainless steel, Duplex Stainless Steel, Super Duplex Stainless Steel, Titanium, Copper Nickel, GRE and Hastelloy at multiple fabrication yards around South Korea, and the installation of Mechanical and Static Equipment and Vendor Packages

 Manage Piping and Structural Fabrication Subcontractor yards and liaise with my team of resident offsite fabrication inspectors to ensure subcontractors are in compliance with schedule and quality requirements, conduct visits to fabrication yards as required.

 Manage all Piping and Mechanical Pre Commissioning Test Packages with ICAPS and OPERCOM for the on-site activities such as confirmation of Piping NDE Clearance, Piping and Mechanical Inspections, Piping Flushing, Piping Hydro Testing, Piping Reinstatement, Gross Air Leak Testing, Piping and Coupling Alignments of Rotating Equipment, through to handover to Commissioning, and Nitrogen Helium Leak Testing through to handover to Production Operations.

 Liaison with main contractor, for all QC, Schedule HSE and Management issues.

 Develop, review, comment and approve all Construction Procedures and ITP’s.

 Manage Preservation of Piping, Valves, Vendor Skids and all Mechanical Equipment.

 Work closely with HSE, Construction, and Quality management to ensure all HSE, schedule and quality requirements are met.

 Manage interdisciplinary interfaces and integration of Vendor Packages and Topsides modules, ensure supervision and local inspectors are fully aware of Company Procedures and specifications, conduct weekly tool box discussions and regular site inspections to review compliance, and implement corrective actions as required.

 Chair client and contractor meetings, review and approve all Minutes of Meetings.

Project: USAN and CLOV FPSO’s (Offshore Floating Facilities)
Responsibilities: Company Representative for Topsides Construction, Offshore Hook-up, Structural, Piping and QC Leader.
Contractor: Hyundai Heavy Industries, and DSME, South Korea.

 

 Manage of fabrication of Carbon Steel, Stainless steel, Duplex Stainless Steel, Super Duplex Stainless Steel, Titanium, Copper Nickel, GRE and Hastelloy Pipe Spools, and the onsite installation and integration of piping into the modules, ensure supervision and local inspectors are fully aware of Company Procedures and specifications, conduct weekly tool box discussions and regular site inspections to review compliance, and implement corrective actions as required.

 Ensure that contractor’s priorities and productivity are maintained relative to schedule. Verification of actual and planned progress, careful monitoring of main contractors scope, Carry Over Works, Punch list items and Hook-up scope.

 Liaise with offsite piping and structural fabrication subcontractors to ensure compliance with schedule and quality requirements, and conduct visits to module / piping fabrication yards as required.

 Manage all Pre Commissioning activities with ICAPS and OPERCOM through to handover to Commissioning, and Nitrogen Helium Leak Testing through to handover to Production Operations.

 Liaison with main contractor, for all QC, Schedule HSE and Management issues, review all Construction, QC and HSE Procedures.

 Manage all piping, mechanical, structural and associated QC issues for the FPSO Hook Up.

 Ensure that all Hook Up works to Sub Sea Risers and Pipelines are in compliance with Company Procedures and Specifications.

 Manage interfaces between Hook Up contractors, UFR and others, chair and minute all client and contractor meetings.

August 2007 – February 2009
Company: Yemen LNG (Total)
Project: 38” Cross Country LNG Pipeline
Responsibility: Construction Manager / Company Representative Block 18 Yemen

 Single point of contact for all Company related issues in Block 18 Yemen, Management ofinterface between Yemeni Owner Operator and Construction Company for all Construction HSE and Permit to work issues within the Yemeni facilities.

 Establish and maintain relationships with Yemen Government Oil Company Management, to ensure effective working relationships are maintained.

 Responsible for all disciplines, ie explosives works, major civil works, earthmoving, ROW preparation, ROW reinstatement and erosion control, Piping, Pipeline, Electrical and nstrumentation works performed on Brownfields and Greenfields Construction activities at the Upstream Gas Plants, tie ins to the existing operating facilities completed under SIMOPS conditions,

 Preparation of Bridging Documents, Review and approval of Method Statements and Procedures.

 Chair all on site Construction Meetings with Main Contractor, and Security and Industrial Relations issues with Governors Representatives.

 Ensuring contractor’s contractual compliance for all HSE, Quality and Progress issues.

 Ensure all Social and Security issues are managed at site level.

Project: Dorood Project, Kharg Island, Iran

 Construction of Greenfield Oil and Gas Separation and Water and Gas Injection Facility with extensive Tie-ins and Hot Taps in existing Brownfield operational facilities on remote Persian Gulf Island with high H2S concentration.

 Responsible for the on-site Construction of all disciplines, ie Civils works, Piping, Pipeline, Mechanical, Structural, Electrical and Instrumentation of onshore and offshore facilities, pipelines, and flow lines, tank farms, leak testing, installation of mechanical installations and associated equipment, hot tapping and tie-ins to existing extreme sour service facility, with significant scope being under SIMOPS conditions. (Drilling, Production Operations and Construction)

 Civil works including large concrete foundations, footings, major civil works, earthmoving, ROW reinstatement and erosion control.

 Monitoring contractor’s compliance with contractual responsibilities to Safety and the Environment, Quality, Progress and pre commissioning activities.

 Liaising with Oil Companies, Civilian and Military Authorities for pipeline routings. Responsible for permit to work system for onshore and offshore construction, and pre commissioning activities.

 Verification of physical Construction Progress.

 Review and approve contractors work procedures and risk assessments.

 Responsible for the successful Construction and Pre commissioning completion, of all civil works, piping, pipeline, mechanical, electrical and instrumentation works.

 On scene Commander in the event of emergency, ie. Gas release, fire etc.

 Management of SIMOPS (Simultaneous Operations with Drilling and Production Operations.) Wellhead Hook ups, construction, pre commissioning, leak testing and inserting on offshore installation under SIMPOS conditions.

 Ensure contractors contractual compliance to HSE, Quality and Progress, and close monitoring of schedule slippage and Critical Path. Shutdown Planning and Supervision and provide overall direction and leadership to contractors and manage interface issue

 Company Vessel Representative responsible for all Offshore Hook-up, Installation of Sub Sea Structures and Diving Operations, Production, Safety, Marine activities and Permit to Work system. On scene Commander in the event of emergency, ie. Gas release, fire etc.

 Chemical cleaning, Oil Flushing, drying, Nitrogen Helium leak testing and Nitrogen Blanketing of piping and pipelines.

 Provide overall direction and leadership to contractors and manage interface and priorities.

 Responsible for the Nitrogen Helium Leak Testing campaign, and the approval of all Leak Test Packages. Responsible to hand over tested and inert, leak free systems to Production

Company: Transfield Services.
Project: Shutdown / Turn-Around Superintendent at Multiple Oil Refinery Shutdowns, and Projects.
Responsibilities: Brownfields Construction, Shutdown and Completions Superintendent at Shell Clyde Refinery Sydney, Caltex Kurnell Refinery Sydney, B.P. Bulwer Island Refinery Brisbane, ESSO Longford. Mobil Altona Victoria Refinery F.C.C.U. project, B.P. Australia Bitumen Plant Altona, Worsley Alumina

 Coordination and planning pre-shutdown construction projects, shutdown tie-ins, management of Shutdowns. Construction of new processing units within operational refineries under SIMOPS conditions (Construction and Production).

 Ensure compliance with Project Schedules, implement changes to correct schedule drift, in order to meet critical path, ensure pre-shutdown construction projects are completed to meet Shutdown dates.

 Installation and hydro testing of piping, columns, heat exchangers, furnaces, reactor, pumps, pressure vessels and structural steel, tie-in new piping to existing piping systems in operational facilities and tank farms.

 (Nitrogen purging, hot tapping) dismantling cleaning and testing of Heat Exchangers, Cultivation of safe working practices and attitudes.

Project: North Fremantle Terminal, Western Australia.
Responsibilities: Supervisor of team of Maintenance Technicians for the Maintenance of Hydrocarbon Processing Machinery, and Pipelines and Bitumen Plant and Tank Farm Operations, Captain of Fire and Emergency response Teams.

Project: Dampier to Perth 1,600km Natural Gas Pipeline
Responsibilities: Maintenance of Turbo Machinery, Main Line Valve Sites, and all Hot Tapping, Plugging and Stoppling Operations.
