Procurement Manager, Blades & Bearings

Responsibilities:
1- Participates in meetings with the production management for the forecasting of the annual production needs, so as to develop the list of the required parts, e.g. raw material, semi-finished goods, for the achievement of production’s goals and formulates the annual purchasing plan for each different production unit assigned, e.g. Blades, Bearings, Forged & Cast Parts, etc. The items of each list are uploaded to the ERP system of the company.
2- Upon approval of the purchasing plan or in case of emergency needs, searches the local and global market for the identification of potential suppliers that can meet the expressed needs and proceeds to the development of preferred suppliers’ list, including both current and new suppliers.
3- Identifies and evaluates local sub-contractors that are able to transform the ordered raw material to semi-finished or finished components according to the specifications, schedule and quality standards of Company. Upon selection of the most suitable that comply with all manufacturing requirements, proceeds to negotiations and development of contracts , supervising and monitoring the manufacturing/delivery process, so as to ensure that all production units will receive the required components according to schedule and standards.
4- Proceeds to the evaluation of all potential suppliers, working together with the Quality and the Engineering departments, so as to collect all the necessary credentials, in order to develop a clear picture of the ability of the suppliers to cover company’s needs, i.e. quality, quantity and consistency of delivery.
5- Asks for technical and financial quotations (RFQs) from the suppliers that meet the required from Company credentials, and proceeds, in cooperation with other company’s departments (such as the Engineering department), to the evaluation of their proposals according to company’s standards.
6- Leads or participates in negotiations with the suppliers, so as to develop the most beneficial agreement for the company in terms of cost, quality, delivery time and extra services. Upon agreement, proceeds to the formulation of contract according to the procedures and policies of the company, focusing on the protection of company’s interests and forwards it for final approval.
7- Proceeds to the ordering of the products, following-up its efficient execution and ensures the provision of solutions, technical support or training to the subcontractors whenever necessary, so as to support the efficient development of products. Informs accordingly all relevant parts, concerning the actual delivery process and upon final execution of the order and prior its dispatch from supplier, executes quality controls and secures that the products meet contract’s agreements and standards.
8- Reviews the inventory of equipment and spare parts and proceeds to the ordering of items whenever necessary, so as to maintain the inventory at the desired level. Executes all orders according to the data retrieved from ERP system and updates all files according to procedures.
9- Implements department’s approved budget, flags issues that may have unexpected cost implications, proposes and ensures the implementation of corrective actions in case of deviations in order to ensure compliance with set targets.
10- Supervises, coordinates and motivates team members, flags developmental needs, and ensures staffs are best equipped with the appropriate skills, knowledge, expertise and behaviours, in order to achieve set targets.
11- The Customer Service department & MRP on specific components according to Customer needs and follows-up the receipt of the required technical document from engineering department e.g. Specification Drawing or Quality documents s. Upon approval from our supervisor, proceeds to the development of the BOM for the identification of all parts that comprise each specific component.
12- Compares the BOM with the relevant technical documentation of each component so as to ensure compliance with the technical requirements and proceeds to the development of Requests for Quotations (RFQs), defining through SAP the quality, quantity and specifications of each part, so as to identify the most suitable supplier. The RFQs are forwarded to the Commercial Specialists for execution.
13- Upon receipt of the RFQs, so as to select the most suitable supplier that meets company’s standards and client’s needs.
14- Participates in searching the local and global market for the identification of potential suppliers that can meet company’s needs and assists in the development of preferred suppliers’ list, including both current and new suppliers. Takes part in the preliminary suppliers’ evaluation activities in cooperation with required Department, thus assisting in the selection of the most suitable suppliers.
15- Cooperates with the Product Quality and Supply Quality department for the development of quality planning of goods & equipment, and informs the suppliers in order to execute the provided plan accordingly.
16- Follows-up the execution of the quality action from suppliers and compares the quality tests’ results with the required standards, so as to enhance the alignment of provided parts with company’s standards and needs. Performs visits to local suppliers, in order to identify compliance of the order execution with the plan.
17- Informs the suppliers of quality problems that are reported by internal & external customers and follows-up the corrective actions executed from suppliers on critical points.
18- Reviews that all the necessary documentation of the purchased equipment is available, e.g. certifications, dimensions of technical controls, etc., and forwards them to the Customer Service department.
19- Implements necessary activities in operational level, such as PO issuance, inbound deliveries and material delivering to subcontractors, and reviews that the invoicing is carried out timely and accurately for the assigned material group, according to Customer Service department and MRP requirements.

Responsibilities:
1- Reviews (1st level revision) and checks received documentation from partners against contract (Siemens Ansaldo,….), organises it and sends it for review (2nd level revision) to the internal customers (production, engineering, quality, supply, etc.) to provide feedback and comments on the content and quality of documentation, and conveys this feedback to the Licensor in order to ensure that documentation is satisfactory in terms of content, quality, covering the needs of the internal customers. As part of this process may need to contact other MAPNA subsidiaries.
2- Coordinates monthly meetings with the Licensor to discuss issues on the documentation provided and defines scope of training. Co-arrange with the Product Launch department the details of the courses such as participants (excl. administration arrangements – dealt by HR).
3- Makes sure he has thorough understanding of the documentation and its requirements (also from a quality point of view), acting as a “filter” between the Licensor and TUGA departments conveying feedback / comments on issues raised thus ensuring that by the end of the cycle the various departments have in-depth knowledge as prescribed by the sighed contract.
4- Acts as a cross-departmental coordinator and follows-up on the various steps described in the documentation.
5- Ensures that the Licensor provides training to the respective departments and is responsible of the quality of the training provided, so as to ensure knowledge dissemination across the organisation.
6- Specifies the type and validity of documentation that should be entered by the Technical Documentation department into SAP, in order to facilitate seamless exchange of information across systems.
7- Oversees the implementation of the department’s budget, identifies cost saving opportunities and proposes / guides the implementation of corrective actions in case of deviations in order to ensure compliance with set targets
8- Coordinates, coaches and motivates his employees, through the appropriate training, development, management of performance and salary progression to ensure that staff have the appropriate knowledge, skills and support that will help them perform effectively and contribute to the achievement of the department’s desired short and long-term objectives.
9- Receives feedback on training, through HR, analysis the results and discusses and issues raised with the Licensor in order to ensure full knowledge transfer to TUGA as per the contract agreement.
