Major Areas of Exposure:

 Designs or studies structural modifications to plant facilities such as industrial buildings, warehouses, control room, maintenance program upkeep of the civil structure and installations, such as equipment foundations, tank bases, buildings, roads, fence, steel structure, sewage/drainage system, roads and streets etc.

 Function as in Management of project in Civil and other multi-disciplinary natures, significant contribution to Engineering design for trouble shooting & resolving civil engineering related problems and day to day issues. Prepare ICDP and FC packages, Technical evaluation prior to vendor selection for civil related projects.

 Performs troubleshooting of chronic problems related to civil structure/installations, including concrete rehabilitation and protective painting. Assists in the root cause analysis of major/critical civil structure failures such as concrete foundations, tank settlement, etc., or the repetitive failures of minor structure/installations.

 Participate periodically in plant EHSS audits to report safety, health & Environment IRs and ensure proper performance goals based on Dept. objectives KPI

 Conducts periodic surveys of critical structures and installations to identify abnormal conditions, settlement, material deterioration etc. and recommends remedial actions. For the part of preventive maintenance program and recommends enhancements where indicated.

 Assists in material upgrade reviews for existing plants as well as the new projects in collaboration with other disciplines within the plants.

 Mentor for national employees undergoing on-the-job training for SEED program by identifying specific training needs. Provides training, guidance and counselling to trainees, developee and other subordinates with a clear objective of career development (IDP & PDP)

 Participate and coordinate in the development of tender documentation for the selection of the Engineering Consultant and Contractors and provide professional expertise with particular emphasis on pre-qualification, bid evaluation etc., and site management in relation to site arrangements, overall logistics, etc.

 Develop the Project Proposal and objectives presenting/ conferring with management to obtain approval and conduct technical review meetings and assisting to detailed statement of requirements (SOR) and ensure the strategy for implementation of various project phases, such as, FEED, detailed engineering (DEP), construction and commissioning as per schedule. To comment on contractor documentation. Ensure distribution of this documentation to all concerned parties for comments. Received and consolidate comments and issue to contractor. In case of conflicting comments mediate and resolve these conflicts.

 Review & Determines project related preliminary and final scope documents, design reports, approval documents, construction packages, RFQs, contract documents, mechanical and physical (field execution) completion notices, and transfer all job files to records.

 Provides project support during conceptual phase (CDP), prepare estimate and Schedule milestone. Review MOCs and involve study for optimum methods of implementation (cost effectiveness, better alternatives, simpler and safer design, etc.).

 Preparation of AFE’s and ER’s. Assures that estimates have the required accuracy and Close monitoring of project cost reports to ensure no budget over run. Endorse all invoices of vendor/ contractor invoices. Coordinate with Finance Dept. to ensure project cost data and cash flow is correct and projects are closed out in a timely manner.

 Prepare material requisitions (MRs) and invitation to bid (ITB) for plant equipment and services, perform technical evaluation and recommendation of MRs and ITBs, follow-up with vendors and contractors to ensure compliance with PO requirements, and conduct shop/fabrication inspection, material inspection to ensure compliance with specified specifications.

 Maintains project schedule by monitoring project progress; coordinating activities; resolving problems Provides technical & Inspection support to project execution team for Shut-Down/ Turn around activities.

 Provide design engineering inputs/details from other integrated departments/vendor to direct planners/draftsmen/designers in the preparation of scheduling and engineering drawings and MTO’s.

 Supervises and manages civil projects carried out by outside contractors to ensure that works are executed in accordance with company’s standards, specifications and safety requirements

 Supervise the activities of assigned specialist to the project during engineering and construction phases. Ensuring that the contractors/vendors working at site perform their work in full compliance to the requirements of Safety, Health and Environmental components.

 Participate MOC review Meeting, HAZOP, JSA, FC review and release construction packages (AFCs) Attend Factory Acceptance Tests. MOC package preparation and approvals

 Lead other discipline engineers for review and approval of basic and detailed design packages prepared by Consultants and Vendors

 Conduct regular progress review meeting for Section and Department and circulate overall activities performance status reports/MOM regularly. Prepare Capital projects Master calendar and update the status with close follow-up of all projects and highlight the concerns to the Management and Vendor to resolve the issues to meet the Target of Dept. Objectives.

 Lead & own the process of preparation of design deliverables with due consideration for applicable Codes & Standards. Ensure distribution of Vendor documentation to all concerned parties for comments. Received and consolidate comments and issue to contractor.

 Ensure cost effective solutions and applications to value added in the area of construction strategy, plans, specifications, methods, and procedures and installation and review site safety audit plans and lead the team for site safety audit implementation.

 Control and Monitor the project completion punch list as per PSSR and ensure that all construction and commissioning activities are completed and accepted to allow release of Project completion certificate to contractors.

 Prepare reports for project status, design, material procurement, construction, milestones, AFE commitments, and payments, variances from standards, waivers and problems.

Summary of Work Exposure

 Includes participation in negotiation of contractors’ proposals, variation orders and claims, preparing all relevant documents and forms and submitting to supervisor for endorsement and further processing, participating in Refinery’s task forces formed to coordinate activities of major grass roots projects executed through Engineering & Projects Division, assisting in the preparation of the capital budget for the plant, etc.Execute capital projects according to the scope, schedule and budget.

 Responsibility for project development: preliminary engineering to detail designs to construction and the final and safe turnover to proponent and conducts site visits with contractors of the new projects to be carried out by the department including clarifying bidders enquiries, issues technical clarifications and relevant tender bulletins in order to carry out bid technical evaluations and recommendation for award.

 Prepares civil structure/installation and minor architectural standards as part of Engineering & Projects Division Engineering Standards in coordination with other Civil Engineers. Updates these documents periodically as necessary.

 Development and preparation of detailed design drawings, material specifications, bid packages, contracting plan, strategy for solicitation, evaluation, awarding of contract for detailed engineering, procurement and construction..

 Coordinate activities and resolve issues among proponents, contractors and other parties to allow construction activities to progress according to plan and final mechanical completion

 Technical and commercial evaluation of various vendor packages and bids from competitive suppliers. For vendor selection with particular emphasis on pre-qualification, bid evaluation etc., and site management in relation to site arrangements, overall logistics, etc.

 Interface with coordinate of other departments to reflect the as-on-date input from other departments, and assist in the development of detailed statement of requirements (SOR) and strategy for implementation of various project phases, such as, FEED, detailed engineering, construction and commissioning. Ensure appropriate checking & review of all documents / drawings before release at any Revision status.

 Attend project review meetings. Manpower estimation, planning / forecast and effective utilization of manpower. Coordination with the other Engineering disciplines. Control of Quality of engineering documents with regard to Quality assurance basis.

 Supervises and follow up for the daily activities of Contractors during assigned Project/PCR execution at each stage of construction, Structural Support & Pipe rack Fabrication, Sand blasting, Coating and Painting/..etc. reporting to Section Lead till commissioning.

 Ensure the contractors strategy, plans, specification, methods and procedures for construction are in accordance with the scope of work, specification etc.

 Ensure technical quality adheres to applicable Codes/standards and safety suitability and cost effectiveness for assigned projects to ensure integrity of Refinery is maintained or improved.

 Assisting to Development & Review of technical and material specifications /Data sheets/Procurement /Construction specs. For the above mentioned projects.

 Reviews and coordinates all disciplines of tie-ins, for all areas, of the operating plant, to ensure safe execution during the expansion Project (condensate & FCC) activity team. Participates with plants in the development of appropriate procedures for the commissioning and subsequent operation of major projects.

 Monitor and manage project completion punch list and ensure that all construction and commissioning activities are completed and Participate PSSR and accepted to allow release of Work completion Certificate to contractors.

 Reviews and approves excavation (Mechanical / Manual) works permit for contractors and refinery departments, this includes site inspection, checking existing underground drawings, determines the required precautions to be implemented at site to ensure compliance with company requirements and to avoid damages to existing facilities.

 Assists in the preparation of the SOR (Statement of Requirements) and the definition of design criteria, scope and relevant technical details and update drawings of capital projects to be handled by in-house.

 Work involved as a Feasibility Team member to make study report for the shifting of Existing LPG filling station/loading facility from Mesaieed to Doha Depot.

 Comparison of vendor/contractor submittals for modification and maintenance plans for various units Shut-down with Existing Site condition and Data.

 Check and approval of Vendor Dwgs./Documents for proposed projects and Shut-down maintenance of various replacement of Saddle/ foundation, structural stairways, access platforms and walkways for Equipment as Heat exchgr / Air cooler, Reactors, pumps, tanks ,..etc. and evaluate technically with vendor Dwgs & Documents with Extg. Field facilities for the maintenance and replacement.

 Preparing Scope of work for Construction tenders, Quantity takeoff, Material /Purchase requisition/technical evaluation of bids and Man hour estimate.

 Reviews and verifies contractor’s invoices for progress payments and other dues and ensures compliance with work executed and terms of contract, makes necessary corrections and submits to supervisor for endorsement and payment processing. Prepares “exception to completion” list and verifies with concerned Departments. Initiates preliminary and final acceptance certificates.
