I have worked in ITS in Essex UK for the last 8 years and have undertaken many Traffic Signals and Variable Message Sign (VMS) schemes from design, through to implementation, commissioning and validation for Essex County Council (ECC) and various other local authorities.

I also have responsibility for providing Development Management support to Essex County Council, undertaking technical assessments of third party designs from inception through to approval stage and then accepting the works on behalf of ECC.

My 8 years in Essex ITS have been spent 6 years employed under Atkins then transferred to Ringway Jacobs under TUPE.

Career Summary

Experience with Essex Highways
(October 2007 – Present)

Traffic Signals Engineer:

Design

I have completed numerous traffic signal designs for new and refurbished junctions and crossings including controller TR2500 specifications, Appendix 12/5 and Appendix 5/2 Installation Specifications for a number of clients in the southern part of England and the midlands.

I am competent in preparing and testing controller configurations using the Siemens IC4 configuration software.

Factory Acceptance Testing (FAT)

I had responsibility for undertaking controller Factory Acceptance Testing (FAT) with signal contractors as required by clients.

I am competent to lead the FAT and direct the signals company for amendments that are identified during the testing procedure and follow these up to ensure that they are completed satisfactorily.

Site Acceptance Testing (SAT)

I had significant site experience with regard to liaising with signal contractors to organise Site Acceptance Testing (SAT) as required and had a good track record of arranging these tests, even at short notice to the satisfaction of all stakeholders.

I am competent to undertake all aspects of the SAT and was appointed as the Atkins commissioning Engineer for many sites across a number of authorities. I am always prepared to put myself out to ensure that a job is completed well, including previous examples of undertaking SAT’s early in the morning or over the weekend as required by the client and often requested at short notice.

I am conscientious and like to ensure that any snagging identified as part of the SAT is chased with the contractor and completed as far as possible within a reasonable time frame.

MOVA design and Validation

I am a competent design and validation engineer for MOVA projects. I have experience on a number of MOVA projects in the southern parts of England.

I am competent to undertake MOVA validation either as part of a team or alone and am able to assess traffic patterns and optimise MOVA performance to ensure signal operation as required by the client.

Urban Traffic Control (UTC)

I look after Essex’s UTC system including setting up the database and timings for new sites, and day to day maintenance and investigating of UTC faults.

SCOOT Validation

I have undertaken SCOOT validation on site where I was responsible for providing the Engineering parameters which were used for configuring the SCOOT database. I provided feedback to the instation Engineer, suggesting potential improvements to signal timings, so that traffic flow is optimised throughout the SCOOT region.

CLF Design and Validation

I have written CLF timing plans for and carried out on-site validation of timings prepared by others on several projects. I am able to monitor traffic flows and amend CLF timings on site to suit, ensuring co-ordination between the signalised sites.

Development Management Support.

In this role working for Essex County Council and Thurrock Council, I carry out technical assessment of third party designs for private developer funded schemes to ensure compliance with Essex and national standards, thereby providing Essex CC and Thurrock Council with the quality assurance required for all signalised schemes.

As part of this role, I carried out technical assessments and report on traffic signal designs by developers from inception through to approval, and including FAT’s, SAT’s and snagging.

Essex Traffic Control Centre

I provided cover assistance as required by the Essex Traffic Control Centre, and have experience identifying congestion hotspots by monitoring CCTV and journey time information presented on the Essex UTMC system and then implementing control strategies to manage the congestion and broadcast live traffic updates on the internet and twitter.

Variable Message Signs (VMS)

I designed and commissioned several variable message signs in Essex. These signs are driven by the Essex Traffic Control Centre with messages placed on the signs through the use of their UTMC system

 

Quality, Safety, and Environment (QSE) Auditor and Champion
I was QSE auditor and champion for the Atkins Chelmsford office
From 2009 to 2011 where I carried out audits on project managers and was office safety champion from 2011 to 2013.
