Area Cost Engineer on a $38MMM+ Oil & Gas Mega Project in Kazakhstan
Indirect Contracts:- Full cycle of contract cost management from recasting of cost estimates to execution and close out. Ensuring expenditure phasing forecasts for indirect sub contracts are in alignment with scope owners requirements.
Development and monthly updates of contract status reports and validation of VoWD data received from contractors for indirect contracts including, transportation services, aggregate handling, temporary construction offices, fire and electrical systems installation & construction communication contracts. Preparation and presentation of VoWD and commitment phasing reports for internal & client review for all construction CAPEX sub-contracts and PO’s. Preparation of contract change orders and facilitating their approval. Ensuring that cost commitments are allocated to the correct cost codes and WBS.
KPJV Services:- Custodian of KPJV services including manpower projection plans (MPP’s) of 15 million construction management hours. Ownership of cost forecasting staffing plans. Re-estimation of construction management services with associated movement analysis. Responsible for building and maintenance of onshore services organization charts.
Cost Engineer III, Project Management Office Department, Saudi Aramco, Dhahran, Saudi Arabia.
Based in Saudi Aramco HQ in Dhahran, Saudi Arabia and employed in the Project Management Department. Responsibilities include: critical review of Saudi Aramco monthly cost reports, for capital, non-capital and confidential projects, from inception to on-stream completion.
In conjunction with and guiding Aramco PMT’s, using SAP, responsibilities include: Ensuring accurate accounting of expenditures and commitments, auditing of un-committed costs and certifying accurate reporting of relevant KPI’s. Detailed and critical review of project cost forecasting and cash-flow modelling simulations (including Mega Projects). These activities encompass a portfolio of over 35 live projects of varying cost magnitudes.
Administration of Saudi Aramco’s Preliminary Engineering (PE) Fund for 2012-13 cycle including custodianship of corporate PE contingency fund. Critical review of all Aramco PE contingency funding requests and facilitating funding allocation for successful requests.
Assisting in the preparation of Bi-Annual presentations for the Executive Committee.

UK Ltd Lead Cost Engineer, FW Alliance, Stanlow Refinery, UK (Client Shell).
Overall co-ordination of the Cost Function & Lead Cost Engineer leading a team of three, we formed part of the FW / Shell Alliance Project Control Team. Responsible for Manhour & Manpower forecasts. Expenditure, Revenue and Contribution forecasting for multiple projects in varying phases from BOD, BDEP to detailed EPC and financial close out.
Experience using SAP, Monitoring Project PO Cover, Service Entry Commitments, VOWD, monthly SAP download of data for live project cost & commitment reporting. Preparation of Deviation Notifications & Change Orders for submission for client approval. Compilation of Monthly Payment Certificates including claimable Schedule, Safety and Quality incentives for Foster Wheeler billings and facilitating timely payment.
Senior Cost Engineer – YANSAB, Yanbu, Saudi Arabia (Client SABIC).
Based on site in Yanbu, Saudi Arabia and continuing from the FEED phase reporting to the Project & Construction Directors. Responsibilities encompassed all PMC field Cost Engineering activities including:
Contract change notifications, invoice preparation and validation for PMC services (IK and OOK), internal and client cost reporting, year end/ monthly accruals, project cost, revenue and contribution forecasting, monitoring and forecasting PMC man-hours and direct subcontractors, recruitment co-ordination and liaison with local (IK) manpower suppliers. Total installed cost was approximately USD 6MMM, labour force peaked at approximately 21,000 including both direct & indirect manpower. I worked with and guided colleagues of many varying nationalities and was involved in the training of local Saudi summer students.
I was on site from the complexes ground breaking through to Mechanical Completion and continued with Project Close out activities on a part-time basis for a further year.
Cost Engineer YANSAB, Home Office Based, Reading, UK (Client SABIC).
Employed as part of the cost team for the analysis and reporting of man hours and derivative costs in a planned million+ man-hour PMC / FEED contract, executed from multiple worldwide locations. Duties involved monthly cost reporting, weekly man-hour recording, risk analysis coordination and mitigation, change control administration, developing cash flow forecasts & project cost estimates / forecasts.
Development of the project Manpower Projection Plan (MPP) for the Home office, six worldwide EPC contractor office locations & Site (Yanbu, Saudi Arabia).

Baglan Bay Energy Project, UK (Client GE). Responsible for recording and monitoring close out costs, calculation and payment of all site labour, cost variance analysis and raising purchase orders. Demobilisation of all plant hire. Preparation of the project’s monthly cost report.
palding Energy Project, UK (Client Bechtel). Responsible for providing project and commercial management with accurate cost and revenue forecasts, raising and expediting the delivery of purchase orders, calculation and payment of all site labour, administration and cost recording of all plant hire, composing monthly invoices for issue and expediting timely payment.
Hickson & Welch CHP, Castleford UK, (Client Enel Power). Invoice preparation and expedition of payment. Clearance of supplier invoices for payment and facilitating timely payment. Demobilization of site establishment. Calculation of the site labour payroll.
Corporate responsibilities included the compilation of an executive cost/income report issued monthly for active projects. Data reconciled from various project & site managers, together with accounting data to form an informative guide to the current and future financial performance of all projects and in turn the financial performance of the company. Submitted to directors and senior management monthly. Projects exceeded GBP 120MM.

The BA Business degree I undertook included a one year industrial placement. This was completed with Shaw Group UK Ltd and at the conclusion of this placement I was sponsored to complete my final year in university. During this placement experience gained in various departments including:-

I enjoy travelling and have toured the USA, Canada, the Middle East, South America, India, extensively in SE Asia and most European countries.
Whilst travelling I have gained an appreciation for foreign cultures and customs. I have worked in Saudi Arabia for approximately six years and in Kazakhstan for approximately two years.
