Amey April 2013 – Present Project Co-ordinator Road Tunnel Safety Regulations Compliance Programme

Project Co-ordinator for the £25m A55 tunnel refurbishment project to ensure legislative compliance. The Welsh Government has commissioned WTTC to manage and deliver the Road Tunnel Safety Regulation compliance programme to ensure that the A55 tunnels comply with EU Directive 2004/54/EC. EU Directive 2004/54/EC details the minimum safety requirements for road tunnels on the Trans-European Road Network (TERN). The directive was rendered into law in the United Kingdom as a largely direct transposition of the Road Tunnel Safety Regulations (RTSR) amended 2009. The RTSR applies to the Conwy, Penmaenbach and Pen-y-Clip tunnels by virtue of their length (> 500m). The project included a number of work package deliverables which included the installation of a Public Address System, low level evacuation lighting, active fire suppression, sump valve isolation, cross bore door communications, passive fire protection and improved road signage. Working closely with the RTSR project manager we were both responsible for the co-ordination of the nine work package deliverables to ensure that the project is successfully completed within budget and to programme. Project duties included completion of business justification cases, financial and programme management, risk and issue management, technical assistance and documentation review and management of the project team to ensure deliverables are successfully completed.

Amey April 2013 – Present Project Manager / Engineer Conwy and Penmaenbach Tunnel Public Address System

Project manager and design engineer for the £1.5m Conwy and Penmaenbach Public Address system that formed part of the RTSR compliance programme. The project was required to ensure that both the Conwy and Penmaenbach tunnels complied with EU Directive 2004/54/EC and the RTSR amended 2009. Responsible for the project management and communication / system design of the Public Address system; project duties included project management and programming, financial management, risk and issue control, completion of technical documentation including the user requirements specification and approval in principles; Client and stakeholder liaison, CDM and Principal Contractor management, completion of tender documentation, tender quality appraisal, technical reviews, Contractor management, site supervision, testing and commissioning, handover documentation and project handover. The Conwy and Penmaenbach Public Address project is programmed to be completed in April 2014 and is currently on programme and within budget.

Amey April 2013 – Present Project Manager / Engineer All Wales Variable Message Sign and CCTV Upgrade Project

North Wales project manager for the All Wales Variable Message Sign (VMS) and CCTV improvements project. The project is jointly managed from North and South Wales to ensure that there is one overall strategy to improve the VMS and CCTV coverage in Wales. The delivery of effective transport links is crucial to the Welsh economy and the delivery of the project will ensure that these links are vastly improved; the project will also assist in providing an integrated transport information system for Wales. Fifty sites have been identified across North, Mid and South Wales where tactical and/or strategic signing would improve driver safety by providing information at critical points on the motorways and trunk road networks. The limited funding in the current financial year (2013/14) prevents all of the proposed VMS and CCTV sites from being designed and installed but it is anticipated that there is sufficient funding to commence the design works on two of the sites. Project duties include the project management, programming, financial management, design team management, risk and issue control, completion of technical documentation including the user requirements specification and approval in principles, contractual documentation, Client and stakeholder liaison and CDM management.

Welsh Government are currently seeking £40m Centrally Retained Capital (CRC) funding to ensure the remaining VMS and CCTV sites can be successfully designed and installed. It is anticipated that this funding will become available in 2014/15.

Amey April 2013 – Present Project Engineer North Wales Traffic Management System

Project engineer assisting the Project Manager / Lead Engineer with the design, development, procurement and realisation of a fully integrated traffic management system in the North Wales Traffic Management Centre. The North Wales Traffic Management System (NWTMS) will replace the four existing separate disparate control systems for Variable Message Sign (VMS) setting with a map based hierarchical signing system encompassing all VMS types utilised by the NWTMC into one integrated system. In addition, the NWTMC will integrate into the four existing stand-alone Variable Message Signing Systems (VMSS) currently used for tunnel and Britannia bridge lane closures. The 4 existing VMSSs are all A55 based and are the Conwy, Penmaenbach, Pen-y-Clip tunnels and the Britannia Bridge. Project duties include assisting the lead engineer with the completion of technical documentation including the user requirements specification and approval in principles, Client and stakeholder liaison, technical reviews, completion of tender documentation, tender quality appraisal, Contractor management, site supervision, testing and commissioning, handover documentation and project handover.

Amey December 2012 – Present Project Engineer Replacement Pen y Clip Tunnel Variable Message Signing System

Project engineer assisting the Project Manager / Lead Engineer with the design, development, procurement, installation and commissioning of a replacement Variable Message Signing System (VMSS) for the Pen y Clip tunnel. The existing Pen y Clip VMSS system is antiquated and has become unreliable, a number of failures having rendered this safety critical asset inoperable and created an intolerable risk to the safe operation of the tunnel. The project is the replacement of the communication infrastructure to the tunnel and approach signing with an Ethernet ‘backbone’ communications ring and the installation of dual redundant Programme Logic Controllers to create a robust and resilient system. Project duties include the review of the existing traffic signing plans, the implementation of the revised and updated plans into the new signing system, completion of technical documentation including the user requirements specification and approval in principles, Client and stakeholder liaison, technical reviews, Contractor management, site supervision, testing and commissioning, handover documentation and project handover.

Amey Jul 2011 – March 2013 Project Manager A470 Dyfi Bridge Automated Signing System

Responsible for the project management and communication design for the Dyfi Bridge Automated Signing System. Stuart is currently leading a team of specialist designers in the completion of both the outline and detail design for two Variable Message Signs (VMSs) that are for future installation at key strategic diversion points. The requirement for strategic signing has been identified as incidents such as flooding, snow, landslides, traffic collisions and frequent bridge strikes by heavy goods vehicles which have difficulty negotiating the Dyfi bridge and often occur on this section of the trunk road. The Snowdonia National Park has been consulted throughout the project as the proposed VMS at Cross Foxes is to be installed within the National Park. Although the consultation process has been arduous, once completed the Welsh Government will have the necessary approval to install further VMSs at key strategic diversion points on the trunk road network. The scheme is programmed to be successfully completed in July 2013 and has a value of £400k. Responsibilities included project management, Client liaison, project financing, programming, change control management, contract and project documentation and co-ordination of the specialist design team, Communications design and site supervision of the Contractor.

Amey April 2012 – March 2013 Project Manager / Engineer Upgrade of the A55 Conwy Tunnel Sumps Pollution Monitoring System

Responsible for the project management for the design and installation of the upgrade to the Conwy tunnel sump pollution monitoring system. An upgrade to the pollution monitoring system was identified to ensure compliance to both the Water Resource Act 1991 and the Environment Act 1995; under both these acts the discharge of containments into coastal waters causing unacceptable harm or pollution is an offence which could result in large fines being imposed. The sumps discharge directly into the Conwy estuary which is a Site of Special Scientific Interest (SSSI). The scheme proposals were to install an oil film and pH sensor within the identified Conwy tunnel sumps; upon detection of a pollutant the sensors will automatically disable the pumps to prevent any discharge into the Conwy Estuary. Responsibilities included project management, Client liaison, project financing, programming, change control management, contract and project documentation and co-ordination of the specialist contractor.

Amey Jul 2011 – March 2012 Project Manager Replacement of the A55 Conwy Tunnel Cross Bore Doors

Responsible for the project management of the design and installation of Replacement Cross Bore doors within the Conwy tunnel. The existing doors had become problematic in their operation resulting in increased maintenance costs and difficulties which resulted in an intolerable risk being identified in the BD 78/99 risk assessment. The existing doors were also deemed as non-compliant with the requirements of BD 78/99 – Design of Road Tunnels and the Road Tunnel Safety Regulations (RTSR 2007). The project was successfully delivered to programme and budget and provided the Welsh Government with a much greater confidence in the continued safe operation of this safety critical asset. Responsibilities included project management, Client liaison, project financing, programming, change control management, contract and project documentation and co-ordination of the specialist design team.

Amey Jul 2011 – March 2012 Project Manager/ Engineer A55 Pen y Clip Tunnel Public Address System

Responsible for the role of technology advisor for the successful design and installation of the Public Address system within the A55 Pen y Clip tunnel. Stuart led a team from the Welsh Transport Technology Consultancy that provided technical direction and guidance to the North and Mid Wales Trunk Road Agency (NMWTRA) who were tasked with the implementation of the scheme. The scheme was the first of its kind in Wales and was installed as a risk reduction measure under Regulation 17 of the Road Tunnel Safety Regulations (amended 2009) as mitigation against the risk posed by the lack of alternative escape routes within the tunnel. Responsibilities included technical guidance/assistance, detailed review of technical documentation, FAT & SAT testing and site supervision of the Contractor during installation and commissioning.

Atkins April 2010 – Jul 2011 Project Manager/ Engineer A55 Pen y Clip Tunnel Public Address System

Responsible for the project management for the design of a public address system within the Pen y Clip tunnel in North Wales. Stuart led a team of specialist designers in the completion of the outline design documentation (User Requirement Specification & Approval in Principle) for the Pen y Clip tunnel. The estimated scheme value for the Pen y Clip public address system was in excess of £500k; all works were completed to the Client’s satisfaction and were within budget and programme. Technical Design Approval was obtained from the Technical Approval Authority (TAA) in accordance to BD78/99. Responsibilities included project management, Client liaison, project financing, programming, change control management, contract and project documentation and co-ordination of the specialist design team.

Atkins April 2010 – Jul 2011 Project Engineer Minimum Operating Requirements for the A55 Tunnels

Responsible for ensuring that the minimum operating procedures for the A55 tunnels were comprehensively compiled and documented. The project required an understanding of the tunnels various mechanical, electrical and signing systems that are applicable to each of the three tunnels. As part of the project it was necessary to liaise with several technical experts to obtain an appreciation and understanding of the systems prior to undertaking the procedures. Extensive liaison was undertaken with the A55 stakeholders to ensure agreement on the procedures was obtained prior to their implementation. Quantitative risk assessments were also completed in accordance with BD78/99 that detailed how the mitigation measures for each procedure would reduce the likelihood and severity of an event occurring.

Atkins April 2009 – Jul 2010 Project Manager/Engineer North Wales Traffic Management Centre – Expansion & Resilience

Responsible for managing the Control Room Expansion & Resilience project that included populating the rear desks within the North Wales Traffic Management Centre (NWTMC) control room and the back-up control room within the Pen y Clip east tunnel service building. The project was implemented in such a way as to ensure normal duties could be maintained within the control room whilst additional facilities such as the future dispatching of traffic officers could be incorporated. The new facilities would also provide VOSA with an area where CCTV images can be viewed without disturbing the control room operators. The project also provided a back-up facility in the event of an emergency evacuation of the NWTMC. Responsibilities included project management, Client liaison, project financing, programming, change control management, contract and project documentation and co-ordination of the specialist Contractor.

Atkins Jun 2008 – March 2011 Project Manager/Engineer A55 Aber CCTV

Responsible for the installation of five new CCTV cameras on the A55 between Junction 11 (Abergwyngreyn) and Junction 12 (Llandegai). The project provided coverage to a sub-standard section on the A55 which was known to have experience a high number of incidents. The project utilised robust industrial Ethernet switches to provide a resilient network infrastructure that if required could be easily expanded at some future date. Responsibilities included project management, Client liaison, project financing, programming, design documentation, change management, contract documentation and site supervision of the contractor.

Atkins April 2009 – Jul 2010 Project Engineer A55 Tunnel Pen y Clip Cycle Bridge Lane Control Signals

Responsible for the installation of new lane control signals on the Pen-Y-Clip cycle bridges. The cycle bridges were installed either side of the A55 Pen-Y-Clip tunnel to improve safety for pedestrians and cyclists who utilise the cycle path at this location. Due to limited space existing tunnel control signage was removed to allow for the installation of the cycle bridge, the removed signs were replaced by new 16 aspect matrix signs. Additional 16 aspect matrix signs were installed downstream of the tunnel to provide adequate signalling during contra-flow. Project responsibilities included project management, Client liaison, financial management, completion of contract and design documentation and site supervision. The project was completed within budget and programme and achieved a maximum score on the Client feedback forms.

Atkins Jun 2008 – March 2009 Project Engineer A55 Tunnel Ventilation Fan Override Options Report

Completion of a technical report detailing the options that were available to the Client for installing an emergency remote override facility for the tunnel ventilation fans that were isolated during planned tunnel maintenance closures. The processes involved in isolating the tunnel ventilation fans within each of the A55 tunnels were formally documented as part of the options report, thereby providing the A55 stakeholders with a clear understanding of the principals involved. The outcome of the report was to make procedural changes to the existing processes; none of the options were implemented. The Client was satisfied with the outcome of the project and another top mark was obtained on the Client project feedback score.

Atkins Jun 2001 – May 2008 Assistant Project Engineer Manchester MIDAS Stage 5 – Highways Agency

Responsible for assisting the lead engineer with the project co-ordination and preparation of designs for MIDAS incident detection and tactical signing improvements for the motorways in Greater Manchester. This involved assessing the feasibility of the scheme, recommending improvements, preparing designs (including layout), electrical designs, contract documents and co-ordinating structural, geotechnical and environmental specialists. Assisted the Resident Engineer with managing the construction, installation and overall commissioning and delivery of a successful scheme. The project value was £20m and the scheme was delivered £2 million under budget, 3 months early and won ICE North West Merit award to the delight of the Client.

Atkins Jun 2001 – May 2008 Assistant Project Engineer Ramp Metering – Highways Agency

Responsible for delivering system infrastructure for the ‘first of its kind’ Ramp Metering project. Ramp Metering was a project being trialled by the Highways Agency for controlling the volume of traffic entering the motorway network during peak periods. Traffic signals were installed on slip roads and roads loops were installed within the carriageway on both the slip road and main carriageway to detect both vehicle speeds and traffic volume. Utilising sophisticated algorithms the Ramp Metering system control the flow of traffic entering the motorway from the on-ramp to reduce bottlenecking that occurs during peaks periods around junctions. Ramp metering has now been installed at several junctions on the Highways Agency motorway network and has proved to be a valuable asset in reducing traffic congestion.

Project duties include the overseeing of the Contractors site installation works and Client liaison; intensive site acceptance testing to ensure that the algorithms were correctly calibrated; commissioning, handover documentation and project completion. To the Clients satisfaction the project was delivered in exceptional short timescales and within budget.
